Astromenda. Resists Multiple Disinfection Efforts

I have tried to disinfect Astromenda from popping up in Chrome and did the following:

1. Uninstalled from Windows 8.1
2. Removed from Chrome extensions
3. Disinfected with AdwCleaner
4. Disinfected with MalwareBytes Anti-Malware
5. Double checked and disinfected with Double Hitman Pro.

Astromenda still pops up as a new tab when I open Chrome.
