CMD opens a pop-up ad in my web-browser every hour!

CMD opens up on the first minute of every hour (12:01, 1:01, 2:01 and so forth) and opens a blank tab with the following link in the url:

http://go.padsdel.com/?r=/mb/han&zo...22619340990792820&adparams=bm9qcz0w&timeout=0

Tried full system scans with avast, didn't help.
