Esurf.biz infection in IE and Chrome

I recently started IE and my home page had changed to Esurf.biz and it is constantly redirecting me to other sites, some of which try to trick me in to downloading files.

I have tried all the suggestions on the internet but am unable to find anything to uninstall/remove.
