Heavily Infected Adware/Malware by CloudScout Please Help

I have tried so many different types of malware/adware/anti virus programs and all have failed. I feel like the main issue isn't even CloudScout but it might be. I think there is something constantly injecting adware and if I dont get rid of it then it will continue to lag my computer. I am currently lagging because of the amount of adware produced.

This adware also constantly refreshes the browser without actually refreshing it (it's weird). I included those documents below. PLEASE HELP!!!!!!
