NiceDEAL,FunShopper,OnlineShopping - Popups, and Extensions in Chrome

Hi desperately looking for help here. This has been a thorn in my side for a while.. Sometimes I get PopUp Ads however I just remove the extension and its fine for a while. I also had the thing where some words would be linking to ads. I installed AdBlock on Chrome often times it doesn't install. I feel like my browser has been hijacked (I don't know much) I used to be unable to update chrome (I needed Admin Permissions) But I am the admin so I'm super frustrated.
