I have 2 versions of IE, one is fine the other is frozen. Both came included in my surface pro 3. The IE I that is ok is version 11.0.18.
I am trying to unfreeze the other IE. I have run what seems like countless antimalware programs. I would be ok with uninstalling it and reinstalling it with some guidance. That frozen version is the one I usually use, it has nice touch features including the ability to swap open pages by scrolling.
