cant get to first step

Hello,

Found this site and attempted to follow the Malware Removal Guide. I am unable to download any software at all, even in safe mode. Popup window indicates my security settings do not allow downloads. Am running a full MacAfee scan now, it is not finding anything. All functions are extremely slow. Where do I start when I cant load any software or scan tools?
